Republic of the Union of Myanmar, the State Administration Council has enacted the Myanmar Coast Guard Law, State Administration Council Law No. 41/2025, in accordance with Section 419 of the Constitution, on 17 July 2025.
The Myanmar Coast Guard was initially formed on 6 October 2021. Following its establishment, the Chairman of the State Administration Council and Commander-in-Chief of Defence Services directed that: “The Coast Guard must operate in accordance with international maritime laws and regulations. Therefore, relevant military and civilian legal departments should collaborate to draft and enact a Coast Guard Law aligned with international standards”.
To prepare the Myanmar Coast Guard Law draft, Steering Committee of Drafting the Myanmar Coast Guard Law and Working Committee of Drafting the Myanmar Coast Guard Law were formed starting December 2023, comprising representatives from relevant ministries, government agencies, and external legal experts.
The Myanmar Coast Guard Law is designed to ensure Maritime security, Maritime safety, protection of national maritime interests, Law Enforcement at Sea, Maritime Search and rescue, Marine environmental conservation and pollution response within Myanmar’s territorial waters, from inland seas to the Exclusive Economic Zone (EEZ).
Additionally, the law aims to combat illegal activities at sea, including: Unlawful maritime operations, Illegal cross-border movements, Unauthorized settlements and Piracy.
The Myanmar Coast Guard Law consists of 13 Chapters and 47 Sections.
